Before applying for a dealership, ensure you meet these criteria set by the Petroleum Ministry and the OMC of your choice.

Personal Eligibility

  • Indian citizen (NRI with 180+ days stay also eligible)
  • Age between 21 and 55 years
  • Rural area: 10+2 minimum education
  • Urban area: Graduation / Diploma / CA / CS required
  • Birth certificate / 10th marksheet as age proof
  • SC / ST / OBC: 10th pass minimum qualification

  • Minimum 800 sq.m (rural highway) to 2,000 sq.m (urban/NH)

Verify Eligibility & Land

Confirm your age, education, financial capacity, and that your land meets the size, frontage, and location criteria specified in the advertisement.

Get a land measurement certificate, revenue records, and road distance certificates ready before applying — delays here cost time.

Submit Online Application

Apply on the OMC's Dealer Chayan Portal with all required documents, application fee (₹100–₹1,000), and site details within the specified window.

Application fees are nominal but non-refundable. Ensure all documents are clear scans — rejections for blurry uploads are common.

Selection & Bidding

Applications are evaluated on eligibility. For prime highway locations, a bidding process may apply — highest qualifying bidder secures the LOI.

Bidding amounts (refundable security) can range from ₹5 lakh to ₹50+ lakh for premium locations. Budget accordingly.

Site Verification by OMC

OMC engineers visit and verify the proposed land — checking dimensions, road access, soil suitability, traffic volume, and no-objection compliance.

Ensure the site is accessible and clearly marked. Keep original land documents ready for inspection during the visit.

Letter of Intent (LOI) Issued

On successful verification, the OMC issues a Letter of Intent with conditions — security deposit payment, license acquisition timeline, and construction specs.

LOI validity is typically 6–12 months. You must fulfill all conditions within this period or the LOI lapses.

Obtain Licenses & NOCs

Apply simultaneously for PESO license, Fire NOC, Pollution Control Board NOC, municipal permission, and Weights & Measures registration.
